It is negotiated for the NV-Bühne employees at theaters in which the non-artistic staff fall within the scope of the TVöD. TVöD is the collective agreement for the public sector at federal and municipal level. Employees in theaters where the TV-L and TV-H are applied are not affected.

No. The partial agreement on working hours is a separate negotiation strand of the NV Bühne (stage collective bargaining agreement). The partial agreement on working hours is part of the general collective bargaining negotiations, which address working conditions beyond salary. The adjustment negotiations pursuant to Section 12a relate exclusively to the transfer of the results of the TVöD agreement.

The TVöD agreement 2025 includes:

  1. Salary increase of 3.0% (at least 110 euros) from 1 April 2025 and by 2.8% from 1 May 2026
  2. Increase in the annual special payment (Christmas bonus and vacation pay) to 85% from 2026
  3. Additional vacation day from 2027
  4. Increase in shift allowance from €40 to €100

The artists’ unions demand that all of the above points be incorporated into the NV Bühne:

  1. Increase in remuneration by 3.0% (at least 110 euros) from 1 April 2025 and by 2.8% from 1 May 2026
  2. Increase in the allowance (Christmas bonus and vacation pay) to 85% from 2026
  3. Additional vacation day from 2027
  4. Acceptance of the increase in the shift allowance by 60€

The shift allowance should be credited to the salary as a flat rate, since there is no separate allowance in the NV Stage, but shift-like work is performed.

The collective agreement in the TVöD represents a comprehensive package. If an increase in the allowance, bonuses, and an additional vacation day had not been negotiated, the salary increases would have been higher. Or, figuratively speaking: if one piece of the entire ver.di "pie" (benefit, vacation day, or shift allowance) had not been negotiated, the other pieces (linear salary increases) would have been larger. Artists and artists are also entitled to the whole pie. We are not prepared for a "light public service" and demand the full adoption of the TVöD agreement!

The adjustment negotiations are being conducted by the artists’ unions GDBA, BFFS, unisono and VdO.

Many NV Bühne employees actually work shifts (e.g., stage, makeup, and orchestra services). Therefore, the €60 increase will be added to their salary as a flat rate.

No. Vacation entitlement in the NV stage sector differs in how it is calculated from that in the public sector. In practice, there is often even less real rest due to irregular scheduling.

Although the NV Bühne (public service agreement) provides for 45 calendar days of vacation, the 30 regular vacation days are based on a 5-day workweek. Furthermore, vacation days are freely available. By cleverly using vacation days as bridge days around public holidays, TVöD employees can accrue 60 consecutive days of vacation.

Die linearen Erhöhungen greiefn rückwirkend zum 1. April 2025 und zum 1. Mai 2026. Die Zuwendungserhöhung gilt ab 2026, der Urlaubstag ab 2027.

Salary, vacation, and special payments will be improved for all NV Bühne employees at TVöD stages. NV Bühne employees in the TV-L and TV-H sectors already had their last adjustment around the turn of the year 2024/25. The next adjustment negotiations for the TV-L and TV-H sectors will take place next year.

What means…

Section 12a of the NV Bühne (NV Stage) stipulates that collective bargaining agreements in the public sector are transferred mutatis mutandis to NV Bühne employees at theaters. This is a kind of "connecting clause" between the collective bargaining agreements. The word "mutatis mutandis" means that, due to the different collective agreements, not all components can be transferred one-to-one. Therefore, the transfer is not automatic; rather, negotiations take place. Ultimately, however, artistic employees at theaters should benefit in the same way as their colleagues in technology and administration.

Adjustment negotiations are negotiations that primarily focus on wages. Whenever ver.di enforces a collective agreement in the public sector, adjustment negotiations for the NV Stage also take place in accordance with Section 12a of the NV Stage Agreement.

The new, additional vacation day starting in 2027 is not intended to extend the theater holidays, but rather to be used individually. This allows for a bit of flexibility. Of course, it must be taken in agreement with the theater, but it cannot be granted unilaterally.

A linear increase means a percentage increase in the standard salary for everyone. The minimum amount of €110 also ensures that lower pay groups benefit relatively more.

Under the TVöD (German Public Service Agreement), employees who work shifts receive a monthly allowance. This allowance has been increased by 60 euros. Such an allowance does not formally exist in the NV Bühne (Stage Association). Nevertheless, theater employees work "shift-based" due to irregular and sometimes late hours. Even from the perspective of the Stage Association, this is already "priced into" their salaries. Therefore, it is only logical that the increase in the shift allowance must also be included.

TVöD is the collective agreement for the public service at federal and municipal levels. Many municipal employees, as well as technicians at municipal theaters, are covered by the TVöD.

TV-L is the collective agreement for the federal states, while TV-H applies to the state of Hesse. Both differ from the TVöD and are not affected by the current adjustment negotiations.

The allowance is the name given to the annual bonus in the NV Bühne (NV Stage). It currently amounts to 72% of a monthly salary. One-third of it is paid in December as a Christmas bonus and two-thirds in June as vacation pay.
